Managerial, administrative, policy, and analytical work for the Public Utility Commission ("Commission") related to developing, streamlining, and implementing the Commission's procedures for reviewing applications for solar net-metering certificates of public good. The net-metering program constitutes a large portion of the Commission's work. Work is performed with significant independence under the supervision of the Public Utility Commission Operations Director.

Duties are performed in a standard office setting. Limited state travel may be involved, for which private means of transportation may be required. Some work outside of normal office hours may be required. Interaction may be anticipated with individuals and groups expressing strong disagreement with Commission procedures and policies. Pressure from legal deadlines and workload is routine.
Juris Doctor or Master's degree in Public or Business Administration, Economics, Environmental Studies, Natural Resources, Land Use, Political Science, Public Policy, or another related field
Bachelor's degree in Public or Business Administration, Economics, Environmental Studies, Natural Resources, Land Use, Political Science, Public Policy, or another related field AND three (3) years or more of experience managing a program and directing policy or closely related experience.
Knowledge of legal practices and procedures used in utility regulation.
Experience with Vermont's net-metering program.
Experience managing a permitting program.
