Records and Information Management (RIM) Specialist II

The Vermont State Archives and Records Administration (VSARA) and the Vermont Department of Public Safety (DPS) have a unique opportunity for an emerging information management leader to establish and implement a sustainable law enforcement records and information management (RIM) program within DPS and the State of Vermont. Work is performed under the direct supervision of the Vermont State Archivist/Chief Records Officer and the DPS Commissioner or his/her designee and the position has promotion potential within DPS under the RIM Specialist job series.
In accordance with VSARA policies and standards, the Law Enforcement RIM Specialist II provides administrative and technical support to the functional operations of the DPS RIM Program. Duties include assisting with the identification, classification and analyses of recordkeeping requirements to develop new record schedules or update existing ones; the processing of requests for public records in accordance with the Vermont Public Records Act; and RIM consultation and outreach services to DPS employees and local law enforcement officials. DPS includes the Vermont State Police, Vermont Emergency Management, Vermont Crime Information Center, Radio Technology Services, Vermont Forensics Lab, and the Division of Fire Safety.
Under supervision, work may include collaborating with attorneys, technologists, business managers, and functions-based personnel, as well as colleagues and superiors, to formulate law enforcement RIM policies and to develop and implement systems and services to strategically fulfill mission-critical informational needs. The ability to interpret and apply RIM policies, guidelines, and standards to resolve problems encountered during the work is a core responsibility of this position. Working knowledge of Generally Accepted Recordkeeping Principles (the "Principles") and industry standards and best practices, records creation and use, and information technology, are essential.

PUBLIC SAFETY BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position to include Motor Vehicle/Criminal Records, Personal History, Credit and any additional background check(s).
This is the second level of five in the Records and Information Management (RIM) Specialist series. Incumbents perform specific RIM functions under the statewide RIM program (3 V.S.A. § 117) or an agency/department RIM program (1 V.S.A. § 317a and/or 3 V.S.A. § 218). Decision making and complexity are limited to carrying out established work processes and operations. Work is performed under the direct supervision of a senior team member or supervisor and class incumbents may supervise two or more subordinates.
Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. May be required to lift boxes 20 to 30 pounds.
Master's degree or higher in archives, library or information science or in the broader information management field.
Professional designation of (or eligibility for) Certified Records Manager (CRM) or Certified Records Analyst (CRA) by the Institute of Certified Records Managers (ICRM); AND two (2) years or more of professional RIM work at the RIM Specialist I level or an equivalent position.
