We are looking for an HR Generalist to join our team.  This position will primarly focus on payroll and benefits.  This includes gathering and preparing payroll information for processing, assisting employees with enrollment in benefits and answering general questions, as well as managing FMLA and Short-Term Disability leaves.

We are looking for someone with a good sense of humor, an attention to detail, and strong math skills/knowledge of payroll and related functions.  Additionally, we are looking for someone with a college degree and 2-4 years of experience or a comparable combination of education and experience. PHR or SHRM-CP certification a plus, but not required.

SUMMARY OF POSITION:  Represent WCMHS’ culture and expectations as a member of the HR team. This position has primary responsibility for the daily operations of Payroll.  Assist employees in the payroll process, prepare numerous reports, and create and maintain confidential personnel files. May provide back-up support for recruiting, training, or other HR functions.

 

SPECIFIC DUTIES & RESPONSIBILITIES

 

PAYROLL & BENEFITS

  • Maintain payroll, time and attendance, and HR records by maintaining electronic and/or paper records of changes in job title, departments, rates of pay, exemptions, insurance coverage, direct deposits, etc.
  • Manage workflow to ensure all payroll transactions are processed accurately and timely, including quarterly and year-end reporting (Forms 941, W-2, 1095-C, etc.).
  • Research and resolve payroll discrepancies.
  • Assist in the preparation of records and administration of benefit programs such as life, health, dental, disability insurance, vacation, sick leave, leave of absence, employee assistance, personnel changes such as hires, promotions, transfers, performance reviews, terminations, and employee statistics for government reporting.
  • Communicate payroll and benefit information to employees and respond to inquiries from employees and managers on benefits and compensation. Act as a resource to all staff regarding any changes in policies, open enrollment for insurance, payroll schedule, insurance changes, etc.
  • Reconcile monthly billing and invoices for group benefits and resolve any conflicts.
  • Provide information and reports as requested by program directors and governmental agencies.

 

ADMINISTRATIVE HR DUTIES:

  • Performs administrative duties and other tasks as assigned by the HR team.
  • Serve on Agency committees as required.
  • Maintains strict confidence in employment matters and partners with managers to fulfill employment related needs.
  • Understands WCMHS policies, principles, goals, safety guidelines and laws that impact WCMHS such as EEOC, worker’s compensation, FSLA, OSHA/VOSHA, OWBPA, ADA, ADEA, FMLA and other applicable state, local and federal regulations.
  • Promotes diversity, and other company initiatives that foster the continual engagement of employees in WCMHS.
  • Perform other duties as assigned. 
  • Completion of paperwork in a timely manner and good attendance is mandatory

QUALIFICATIONS:

 

EducationCollege degree and 2-4 years of experience preferred or comparable combination of education and experience.

 

Experience:  Must have 2-4 years’ experience in an office setting and have expert knowledge of payroll and related functions. PHR or SHRM-CP certification a plus. Must be accurate and have excellent follow-up skills. Ability to deal with people in an appropriate manner and work independently.  Highly proficient in Microsoft Word, Excel, and Outlook, and PowerPoint. Valid driver’s license, acceptable three-year motor vehicle record and access to a safe, insured vehicle required.

 

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:

  • Work is sedentary with keyboarding and computer work required on a constant basis (67 – 100% of shift).
  • Requires minimal driving to various agency locations.

Health Insurance (Blue Cross Blue Shield of Vermont)

  • Three plans offered:  Platinum, Gold, and Silver (HDHP). Premiums are pro-rated based on standard hours and vary based on plan chosen, but range from $24.26 to $69.99 per biweekly pay period for a single plan.
  • Begins the first day of the month following one month of continuous full-time employment.
  • Coverage available for dependents, including employees’ domestic partners.

Dental Insurance (Northeast Delta Dental) & Vision Insurance (VSP)

  • Begins the first day of the month following one month of continuous full-time employment.
  • Coverage available for dependents, including employees’ domestic partners.

Flexible Spending Accounts

Employees are able to set money aside from their paycheck on a pretax basis to go toward unreimbursed medical or dependent care expenses.

Short and Long-Term Disability

Coverage is provided at no cost to eligible employees and is effective the first day of the month following 6 months of full-time employment. Short-term disability provides for 50% of basic weekly earnings following a one week waiting period (waived in the event of an accident), for up to 26 weeks. Long-term disability has a 180 day waiting period and provides for 60% of your basic monthly earnings.

Life Insurance/Accidental Death & Dismemberment

Coverage is provided at no charge to employees and is effective the first day of the month following 6 months of full-time employment. The amount of insurance is two (2) times employees’ base annual salary, to a maximum of $300,000.

Employee Assistance Program (EAP)

Free, short-term, confidential counseling and access to resources and specialist referrals. EAP is available to all members of an employee’s household.

Paid Sick & Vacation time

Vacation and sick time are pro-rated according to the employees’ base weekly hours. You earn 12 days of sick and 12 days of vacation in your first year, which increases with length of service to a maximum of 18 days of sick and 24 days of vacation per year after four years of employment.

12 ½ Paid Holidays

New Years Day, Martin Luther King’s Birthday, President’s Day, Town Meeting Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving & the day after, Christmas Eve (1/2 day), and Christmas Day.

Educational Benefits:

Up to $1,600 per year for matriculating classes.

403(b)

All employees (full- or part-time regular as well as hourly/per diem employees) are able to begin contributing pre-tax earnings at date of hire. WCMHS matches 4.25 – 8% (based on length of service) of eligible gross earnings each year. To be eligible for the match, employees must have one year of service and must have worked at least 1,000 hours. Employee contributions are always 100% vested. Employer contribution is fully vested after 4 years of employment.
