Our Human Resources Department is seeing an HR Generalist to join our team (and we have excellent benefits!). This person will primarly support our training and handle worker's compensation; however the ability to support payroll, benefits, and recruitment would also be a plus. This job operates in a professional office environment with some travel between agency buildings (primarly within the Barre/Montpelier area).
We are seeking someone with a Bachelor's degree in Human Services, Education, Business, Human Resources or related field. PHR/SPHR or SHRM-CP/SHRM-SCP certification would be a plus. Our ideal candidate will have competency in public speaking and presentation/training; strong administrative and organizational skills; and the ability to foster and maintain collaborative relationships with staff at all levels of the Agency.
- First point of contact for all standard agency training requests. This includes managing the administrative functions of the training program such as scheduling, communication of offerings, registration, training materials, and application for Continuing Education Credits (CEUS) as applicable.
- Work collaboratively with internal partners to analyze and assess staff training and development needs across the Agency.
- Assess internal and external resources available to meet annual training plan.
- Manages relationships with internal and external trainers, including developing train-the-trainer programs where applicable.
- Facilitate trainings agency-wide as assigned and in collaboration with managers and HR supervisors. Serve as primary trainer in core areas such as; New Employee Orientation, Supervisory Series, and other trainings as assigned.
- Participate in assigned training projects.
- Priority attention will be given to supporting the development, implementation and on-going evaluation of an effective onboarding program.
- Lead on-going efforts to integrate and ensure consistency of quality and availability of training opportunities agency-wide to include on-going updates to existing training material. Suggest or make modifications necessary to improve training effectiveness and support the needs of the agency.
- Oversee the development and management of a learning management system.
- Evaluate training and development programs to measure their effectiveness.
- Support committee training needs by designing content such as core competencies.
- First point of contact for all work-related injuries or illnesses.
- Complete first report of injury, electronic filing of claims with insurance carrier and all applicable associated reporting.
- Facilitate agency-wide Safety Committee by preparing agendas, creating and maintaining minutes, and ensuring appropriate follow-through on action items.
- Working in collaboration with the Safety Committee, create and maintain a comprehensive safety manual, oversee safety policies and training programs, monitor safety program goals and objectives, and ensure that changes in policy are communicated to employees.
- Provide guidance to supervisors and staff to ensure that the agency is in compliance with agency policy and federal and state regulations.
- Collaborate with Safety Committee, ensure worksites are inspected on a periodic basis to identify hazards and that identified hazards are addressed or eliminated.
- Collaborate with Nursing, oversee and provide support to programs to ensure that staff has appropriate personal protective equipment.
- Oversees the agency’s workplace ergonomics program and work station evaluations.
- Coordinate with programs to ensure all employees receive safety orientation training and job-specific appropriate initial and refresher safety trainings.
- Track compliance with mandatory safety-related trainings.
- Act as a liaison between staff, managers, the insurance company, and health providers to include communicate with affected parties regarding the need for accommodations, modified duty, or lost time from work.
- Review on-going loss analysis of staff injuries to evaluate the effectiveness of a safety program and to identify possible injury trends with the Safety Committee.
- Serve on additional committees as assigned.
- Completes special projects as assigned.
OTHER NECESSARY FUNCTIONS:
- Promote diversity, and other company initiatives that foster the continual engagement of employees in WCMHS.
- Understands WCMHS policies, principles, goals, safety guidelines and laws that impact WCMHS such as worker’s compensation, OSHA/VOSHA, ADA, FMLA, and other applicable state, local and federal regulations.
- Maintains strict confidence in employment matters and partners with managers to fulfill employment related needs.
- Completion of paperwork in a timely manner and good attendance is mandatory.
Education: Bachelor's degree in Human Services, Education, Business, Human Resources or related field. PHR/SPHR or SHRM-CP/SHRM-SCP certification desired.
Experience: Experience with course development, competency in public speaking, and presentation/training. Knowledge of best practices and compliance requirements in the fields of mental health and/or developmental disabilities and Human Resources is helpful. Payroll, benefits, and recruitment experience a plus.

Working Conditions and Physical Functions Performed: This job operates in a professional office environment with some travel between agency buildings. This role routinely uses standard office equipment such as computers, phones, photocopiers, projectors, filing cabinets, and fax machines. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently sits and stands for prolonged periods of time and must occasionally kneel, crouch, bend, reach or lift office supplies or training materials up to 25 lbs.

Health Insurance (CBA Blue)
- Medical, Dental and Vision. Premiums are pro-rated based on standard hours. Single Coverage is $33.91 per pay period and Family Coverage is $91.76 per pay period.
- Begins the first day of the month following one month of continuous full-time employment.
- Coverage also available for employees’ domestic partners.
Flexible Spending Accounts
Employees are able to set money aside from their paycheck on a pretax basis to go toward unreimbursed medical or dependent care expenses.
Short and Long-Term Disability
Coverage is provided at no cost to eligible employees and is effective the first day of the month following 6 months of full-time employment. Short-term disability provides for 50% of basic weekly earnings following a one week waiting period (waived in the event of an accident), for up to 26 weeks. Long-term disability has a 180 day waiting period and provides for 60% of your basic monthly earnings.
Life Insurance/Accidental Death & Dismemberment
Coverage is provided at no charge to employees and is effective the first day of the month following 6 months of full-time employment. The amount of insurance is two (2) times employees’ base annual salary, to a maximum of $300,000.
Employee Assistance Program (EAP)
Free, short-term, confidential counseling and access to resources and specialist referrals. EAP is available to all members of an employee’s household.
Paid Sick & Vacation time
Vacation and sick time are pro-rated according to the employees’ base weekly hours. You earn 12 days of sick and 12 days of vacation in your first year, which increases with length of service to a maximum of 18 days of sick and 24 days of vacation per year after four years of employment.
12 ½ Paid Holidays
New Years Day, Martin Luther King’s Birthday, President’s Day, Town Meeting Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving & the day after, Christmas Eve (1/2 day), and Christmas Day.
Up to $1,600 per year for matriculating classes.
All employees (full- or part-time regular as well as hourly/per diem employees) are able to begin contributing pre-tax earnings at date of hire. WCMHS matches 4% of eligible gross earnings each year. To be eligible for the match, employees must have one year of service and must have worked at least 1,000 hours. Employee contributions are always 100% vested. Employer contribution is fully vested after 4 years of employment.
