Overview

The Agency of Education (AOE) is currently seeking a Division Director for our Federal and Support Programs Division. The Director works in close partnership with the Deputy Secretary, Division staff, and key stakeholders in other state agencies and outside of state government. The position involves a large degree of independence, but regular meetings with the Deputy Secretary, Secretary, and other leaders will ensure that the Director's work is aligned with broader Agency goals and key initiatives.

A key aspect of the Division Director's role is monitoring and analyzing federal education legislation, determining potential impacts on schools and AOE, and impacts on other state agencies and programs. You may be responsible for determining if you or other staff should provide testimony on proposed legislation and advising stakeholders on the impacts of proposed legislation. The Division Director will need to be effective in being a liaison to our external stakeholders.

The work of the Division includes supervision of teams specializing in: programmatic monitoring activities for Vermont's Title programs under ESSA; programmatic monitoring activities for Vermont's USDA Child Nutrition program; and both interagency coordination and home study. Division work also involves data collection, analysis, and reporting; coordination with AOE teams and workgroups outside the Division; and coordination with relevant external partners and stakeholders.

As the Division Director, your responsibilities will include:

  • Supervision of the work of program managers, educational coordinators, and staff within the Division.
  • Overseeing the Division budget, including staffing, programs, and sub-grants.
  • Developing and disseminating Division policy as indicated by state and/or federal rules, identifying best practice with respect to policy implementation, and providing professional guidance to the field accordingly.
  • Overseeing grants and contract processes within the Division.
  • Implementing an accountability framework for the Division.
  • Serving as a member of the Agency Leadership Team (L-Team), setting Agency-wide local policy and rules, in conjunction with activity of other Divisions within the Agency.
  • Serving as an AOE liaison to the public education field; regional, state, and national organizations; and/or State Legislature as assigned.


Ideal candidates will have significant knowledge of and experience with PreK-16 education, including direct experience with at least one of the areas within the Division. Ph. D, Ed. D, or J.D. preferred, with significant (3-5 years) experience in supervision, fiscal and/or grants management, and project management. Ideal candidates will also have a strong understanding of program evaluation methods and/or logic model construction.

Environmental Factors

Normal office working conditions generally prevail. Incumbent must be able to interact, work, and deal with Department staff, educators, state, federal, and local officials, and the general public. Evening and weekend work may be required. Considerable travel is necessary for which private means of transportation must be available.

Minimum Qualifications

Master's degree in education, public or business administration, or a related field AND three (3) years or more of professional level program development, supervision, or leadership experience in a large public or private organization OR professional level experience in a state or local education agency at or above the school principal level.

Preferred Qualifications

- Ph.D, Ed.D, or J.D.

- Knowledge of and experience with pk-16 education, including education project management expertise.

- Knowledge of and experience with federal granting programs, including project management, funding allocation, and statute review.

- Significant (3-5 years) experience in supervision, fiscal and/or grants management, and educational policy, applied educational research, or educational leadership development.

- Strong understanding of program evaluation methods and/or logic model construction.
