The Department of Vermont Health Access has an open position for a business analyst in the Health Access Eligibility and Enrollment Unit's (HAEEU) reporting team. The BA will support eligibility, enrollment, customer service, policy making, planning, and evaluation for the unit that serves approximately 200,000 Vermonters enrolled in Medicaid and qualified health plans. The BA will gather report requirements, design and develop reports and dashboards, communicate results to business owners and HAEEU leadership, and work with Agency of Digital Services staff on data management.

Duties include
  • Develop and manage reports using reporting and analysis tools
  • Technical support and guidance to internal and external stakeholders to understand data needs
  • Ensure data integrity and provide analysis of incoming data
  • Serve as liaison between business/operations staff and departments IT staff

    Required (and Preferred) Skills
  • Experience with business analytics tools, creating reports and dashboards (knowledge of SQL and Power BI a plus).
  • Ability to establish and maintain effective working relationships.
  • Ability to prepare clear and concise technical documentation.
  • Basic knowledge of database languages and techniques such as database design, routine maintenance and database integration.

    This is a limited service position currently funded through 06/30/2021.. Limited service positions are budgeted each year and can be extended accordingly based on programs and funding.

    Class Definition

    Analytical, administrative, research, evaluation, and supervisory work at a professional level. Directs the business analysis, collection, and submission of data on behalf of a State Agency to the funding entities and other stakeholders. Writes programs using Microsoft.Net to convert existing data sources into data files for electronic submission. Issues involved are frequently of a confidential, sensitive, even controversial, nature. Extensive contact occurs with department program and fiscal staff, and systems developers. Duties are performed under the general direction of a Department Director.

    Environmental Factors

    Duties are performed largely in a standard office setting. Private means of transportation should be available for required travel. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Required recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. Evening and weekend duty may be anticipated.

    Minimum Qualifications

    Master's degree AND two (2) years or more of data administration, business analysis, statistics and design work at a professional level.


    Bachelor's degree AND four (4) years or more of data administration, business analysis, statistics and design work at a professional level.


    Associate's degree AND six (6) years or more of data administration, business analysis, statistics and design work at a professional level.


    High School diploma or equivalent AND eight (8) years or more of data administration, business analysis, statistics and design work at a professional level.
