Overview

VTrans has been maturing its performance management culture and program for several years. Today the Performance Section is poised to make a dramatic improvement of how performance management is utilized within the Agency to set the course for the future.

Units in the team have been introducing the concepts of performance management and continuous improvement to customers in the Agency, developing the framework for working with measures and information. The next step in this process is to integrate the tools and methods within performance management to establish the connection between the Agency's strategic direction and the tactical investments being made for organizational improvement.

We are currently in search of an individual to lead the Section to maximize the value of our work to the Agency organization of engagements to maximize the value of our work to our customers. This will be achieved in many ways but key responsibilities of this position will be as follows:

Close coordination with the planning section on strategic planning

Working with experts in different areas of performance management to define and plan engagements.

Engage with the project sponsors and customers to achieve but in and ensure we are meeting our goals.

Collaborate with other managers on collaboration of technical teams.

Team development of a staff of 8 to support the long-term vision of the section.

Establish support network amongst performance champions outside of our team to foster Performance Management development within the business units.

Class Definition

This is the first level of senior management within the Vermont Agency of Transportation. Incumbents are involved in program management work at an advanced professional level for the Agency, with responsibility to create, direct, maintain, and execute the successful administration and completion of one of the Agency's Programs. An incumbent interprets, organizes, executes and completes assignments in accordance with State and Federal guidelines and accepted engineering practices, as well as complies with budgetary requirements and limitations, while developing and attaining section objectives that are compatible with the policies and objectives of the Agency. The incumbent often has to make immediate, clear and informed decisions and recommendations ensuring the safety of employees and the traveling public. Supervision is exercised over lower level managers, engineers, technicians and others. Work is performed under the general direction of a Division Director or Program Manager.

Environmental Factors

Duties are performed in offices, and in the field. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Evening or weekend work will be required. A variety of strong adversarial opinions may be encountered.

Minimum Qualifications

Master's degree in civil engineering, business administration or closely related engineering or physical science field AND EITHER six (6) years or more of management experience in civil or transportation engineering which included responsibility for each of the following: (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; and (d) budget preparation, INCLUDING three (3) years or more of supervisory experience OR six (6) years or more of experience involving management responsibilities for highway maintenance, engineering, construction, planning, or some combination thereof, INCLUDING three (3) years or more of supervisory experience.

OR

Bachelor's degree in engineering AND seven (7) years or more of management experience in civil or transportation engineering which included responsibility for each of the following: (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; and (d) budget preparation, INCLUDING three (3) years or more of supervisory experience.

OR

Bachelor's degree in business administration AND seven (7) years or more of experience involving management responsibilities for highway maintenance, engineering, construction, planning, or some combination thereof, INCLUDING three (3) years or more of supervisory experience.

OR

Associate's degree in an engineering or a business field AND EITHER nine (9) years or more of management experience in civil or transportation engineering which included responsibility for each of the following: (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; and (d) budget preparation, INCLUDING five (5) years or more of supervisory experience OR nine (9) years or more of experience involving management responsibilities for highway maintenance, engineering, construction, planning, or some combination thereof, INCLUDING five (5) years or more of supervisory experience.

OR

Registration as a Professional Engineer (PE) field AND EITHER seven (7) years or more of management experience in civil or transportation engineering which included responsibility for each of the following: (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; and (d) budget preparation, INCLUDING three (3) years or more of supervisory experience OR nine (9) years or more of experience involving management responsibilities for highway maintenance, engineering, construction, planning, or some combination thereof, INCLUDING three (3) years or more of supervisory experience.

OR

Or twelve (12) or more years of experience as above including ten (10) or more years of experience involving management responsibilities for highway maintenance, engineering construction, planning or some combination thereof.

Note:

Some positions may require registration as a Professional Engineer (PE)

Preferred Qualifications

Applied project/program management experience

Knowledge or experience in continuous improvement tools and techniques

Product owner experience with information technology projects

Excellent written and oral communication skills
