AOT Senior Manager III - Project Delivery Bureau

The Agency of Transportation is seeking an AOT Senior Manager III to serve as the Director of the Project Delivery Bureau. This position is responsible for directing, planning, managing and evaluating all functions, activities, budgets and personnel for the Bureau which consists of four major sections of the Highway Division. The Project Delivery Bureau is responsible for the design, development and delivery of capital improvement projects within six major programs with a budget value of approximately $300 million annually. Candidates should have extensive knowledge in highway construction and engineering practices, and the ability to understand complex contract language.

Work is performed in both an office and field setting. Frequent visits to construction sites and district offices and garages are required. Incumbents should possess private means of transportation. Attendance at public meetings and hearings is required. Some evening or weekend work may be anticipated. A variety of strong adversarial opinions may be encountered.
Associate Degree AND ten (10) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; or (d) budget preparation OR highway maintenance, engineering, construction, planning or a combination thereof.
High school diploma or equivalent AND twelve (12) years or more of management experience in one or more the following areas (a) development of program rules and policies; (b) development of long- and short-range goals and plans: (c) program evaluation; and (d) budget preparation OR highway maintenance, engineering, construction, planning.
Note: Some positions may require registration as a Professional Engineer (PE)
Professional Engineer License.
Thorough understanding of the Laws and Regulations that form the requirements for the workflows and work products managed by the Project Delivery Bureau.
Expert knowledge of engineering principles and practices used in transportation construction, reconstruction and rehabilitation for all modes of transportation.
Thorough knowledge of the principles practices and procedures of program and project management to include budget development, monitoring, control, human resource management, contract procurement, administration and facility management.
Considerable knowledge of strategic planning techniques and long range planning used to bring forward and implement new tools and concepts with a focus toward reducing costs and improving services.
The ability to plan, implement and direct the Project Delivery Bureau. Including the ability to understand statutes, regulations, administrative processes, establish operating needs and priorities.
An expert in writing, interpreting and enforcing complex contract language.
Thorough knowledge of all aspects of project delivery, to include asset management, project identification, scoping, design, permitting, property acquisition and management, engineering economics and estimating, specifications writing, and contract development and execution.
An expert in root cause analysis for determining the path and desirable outcome for complex problems including the ability to analyze situations correctly, recommend and implement solutions and persuade others to take action.
An expert in heavy highway construction practices.
Leadership skills and the character to inspire a large group of technical experts. This includes strong interpersonal skills, the ability to communicate effectively, both orally and in writing with staff, key stakeholders and the public.
