Overview

The Department of Vermont Health Access (DVHA) seeks a highly organized, creative problem solver, with excellent attention to detail and proven track record of successfully meeting collaborative deadlines to assist in the management of contract and grant agreements. You will be actively engaged in procurement of services and administrative and financial management of agreements for the Department of Vermont Health Access. 

Primary job duties of Grants Management Specialist:

* Performs and participates in drafting, development, processing, and financial management and administration of grant agreements, requests for proposal documents, service contracts, memorandums of understanding. Maintains tracking systems for work in process. 
* Participates in contractor and grantee competitive selection process.
* Interacts and collaborates with contractors, grantees, legal staff, financial staff, federal partners, and other state employees via phone, letters, and email.
* Reviews and processes invoices for payment, maintains payment information, tracking results and guaranteeing  maximums are not exceeded, reconciling outstanding  encumbrances for open agreements to ensure encumbrance meets outstanding obligations.
* Ensures compliance with the applicable state and federal policies related to contacting and granting state and federal monies.
General experience with grants and contracts management, Excel, SharePoint, and Vision (the State's financial system) is preferred.

Minimum Qualifications

Bachelor's degree with coursework in financial management, grants administration or program evaluation AND three (3) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Master's degree or higher in business or public administration AND two (2) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Two years or more of full-time college coursework OR an associate's degree with coursework in financial management, grants administration or program evaluation AND five (5) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

High School diploma or equivalent AND seven (7) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.
